This is the only tutorial. If you follow it correctly you should have no problems firing it. Notifications are ‘consequences’ so hook them into Events and the same firing event should also have the broadcast defined. Just set the proper key (which can be the ID of the person that needs to receive the notification) and just catch all the broadcasts on that user’s end.
